Cleveland has a big problem. While Ralph Perk was worrying about cleaning up the smut in Cleveland, he overlooked another big problem. This is the problem of the dirty, dilapidated streets and buildings. On the median strips weeds grow incredibly tall. The roads are in horrendous condition. There are chuck holes in the roads as big as craters. And the buildings are true eyesores.
